Best place to get HSS tool blanks?

Depends on what you want. I have bought import HSS toolbit from various places. Most of it is made in china and some of it is made in India. Good for soft metals.
I use Mo-max for anything tough. Much more expensive but they hold up to cutting 4140 when a cheap import bit won't make one pass.
