That would make sense. Except that there should be a Proper Tool for that, complete with Russian Army Nomenclature. "Wrench, Artillery Fuse Setting. Mark II, Left handed, bronze, one each."

If you look closely is an unfused projectile. Look at some of the other pictures in the series to see what a fused round looks like.
So Gunner was right.... this time.
