I think:

(1) Your cute cartoon drawings are really quite good.

(2) A project of this scope is a bit out of your league.

(3) The fellow with the "cruise missile", while a little odd, is clearly skilled, intelligent, and quite possibly capable of pulling off his design successfully.

(4) Conversely, I am skeptical that you could change your skateboard bearings without buggering it up.

Indeed, when I first saw the specs, I smelled rotting mackerel, but I had put it down to simple naievite (I can never spell that one correctly!), rather than a kind of beligerant stupidity.

A couple of years ago, I got an e-mail query from someone wanting a hybrid motor with specs that shrieked "artillery piece". They ostensibly were from the Redstone Arsenal, but when I investigated, the query was entirely bogus, and the Redstone folks investigated. I never heard any more.

This story is a prefect example of self-regulation and why we as an industry, and our free countries, are better for anti-terrorism when unregulated than when carefully regulated.

Slight correction...

this group is about *model* rockets. If your rocketry questions are about how best to fill the spiral in your cardboard body tube or how to shape your balsa fins for the best performance or how to go about finding a thermal to keep your egglofter in the running, you are welcome.

Once you cross over to questions concerning a device you are ostensibly planning that uses explosive warheads, high-energy homebrewed propulsion systems, and guided flight (in a newsgroup widely-known to be monitored by various government agencies) ...you are on your own.
