You all are welcome to come to Canada and fire your rockets.....provided of course that you don't try to bring any of that "bomb-making material" across the border through Canada Customs....by all means...hide in the cigarettes and booze that the natives smuggle in!
Seriously....Other than Toronto and Montreal, I am pretty sure that you could fire a HPR in a residential neighbourhood, hop 16 fences to recover it, and store it in an old gas can and the cops would look at you and say "Holy s*it! That went really high!"
There may be a little less paranoia in semi-rural Canuckland than in California....Athough...with the NHL on strike...the cops may not have anything better to do with their time.... :(
