Really! I have never heard of a USPS Post Office not having an international postal rate manual!
Unless your seller lives in a very small town, with a very small post office, she should have little trouble getting an answer to this question. Suggest she talk to the Postmaster of that Post Office, or try the USPS website, where I believe one can find this information.

That reminds me, I wonder how Bert and Ernie are doing since last my daughter watched? :) Then there's the mysterious disappearance of "The Electric Company between the kids' childhoods. It saved my daughter from worrying about the 'Silent E'!
