Good news - it's recognized as a bug!
SPR 239018 Dimensions shown in BOM do not respect drawing's units settings or decimal/fraction settings.

Better news. I've been told that under SPR 241613, this units problem will be fixed on SP 1.0. (originally it was scheduled to be fixed on SP 2.0)

I don't think I see the connection here. If I look up your SPR, this is what I see.
241613 File properties containing quotes (') do not evaluate linked values correctly - worked in 2005This looks like a different issue.

Those darn Techies! Seems I always have to double check 'em before spouting off. Now I still hope this will be corrected under SP1.0 instead of SP2.0 where it was originally slated.
