Generally it's available on a right-click menu if applicable. Check there.

Foreshortened Dimensions

The help file says that SW will create a foreshortened dimension when SW determines that the dimension will be too large for the drawing view. Is there any way to force this type of dim?

Right click the dim and select properties, there is a display as foreshortened check box, or at least there is in 2005.
