I looked in vain for /Mainline Modeler/. Hundman had a shitload of back issues; you could try contacting that site and asking if there's any way to obtain copies.
I do have a copy of that issue, but I'd have to be persuaded to part with it.

will get you back issues of most any railroad related publications. Yes, they have 11/99 MM in stock.

Interesting: looks like Bob Hundman gave his books to that consultant I mentioned to sell, and is either selling back issues of his magazines through Railpub or has sold them to them outright. But it's good to know they're available somewhere.
