Hornby have used the tooling they got from Dapol for their model, so effectively they're the same.

Apart from the pre-1998 OHL warning flashes (easily changed), the PCA wagon is indeed effectively the same type used to haul cement today. Looks good behind a Bachmann Freightliner 66/6 :)
