In unskilled hands... no. Even in skilled hand it's only a maybe. As I recall, Chrysler wafers are serrated - making them fairly pick resistant.
OTOH, a coat hanger will open you 1995 Dodge Neon.
Get yourself a spare key for that vehicle. That's the cheapest, most compact, and most effective lockpick ever invented.
(When you lock yourself out of the vehicle, your car-opening tools will be locked inside it. Never fails.)
