I am looking for some devices which measure very low rotational speeds (about 10RPM or less). Would you introduce some pleasewith some details.

Counting revolutions and timing say 100 with a watch would be quite accurate. Or automate it with a photocell and counter.

How about a piece of tape and a stop watch? At those speeds it would be fairly accurate and cheap.
I don't really mean to be smart-assed about this, but unless you do your homework first and provide some specifics it is hard to know what you want. (electrical, mechanical, hydraulic; indicator only or is it a feedback element; range/resolution/accuracy; analog or digital; size, temperature, environment or other physical constraints; non-contact, contact, or integral mounting )
