I have a Welding Metals Mfg. Co. acetylene regulator, model #92-SC-P.
Does anyone know where I can get a diaphragm or rebuild kit for it, or a
reputable rebuilder?

Throw it away.
There are no parts or repair facilities available in Central Antartica.

It's been my experience that any welding supply house will have the ability
to rebuild regulators, or have a source where they have them done. I'd
suggest you start there.
