It looks to have a very weird way to mount the cutting pieces.

they are brazed carbide, so if you wanted indexable, little boring bars would work

Those are the older wedge type inserts that have the grooves on the back side. If you have a cutter/ grinder with the attachment for sharpening them it becomes a cheap facemill unless you consider your time to sharpen it.
