No idea but it looks like an old lathe with some modern-ish hand wheels. Looking at the pram wheels it might be eligible for Goodwood FOS gravity racers if there is no upper weight limit.
Other than those useless comments a look around

I don't think the wheels would stand up to that weight for verry far :-)
