Strange Faceplate ??

I have recently aquired a Cowells lathe, which came with a very strang

4 -1/2 inch faceplate amongst the accessories. It is superbly made an must have taken many hours in a well equipped toolroom, i'll try t explain, looking at it after the blank was turned and threaded to fi the mandrel, it was divided into 12 (can see the scribe lines) then 4 holes have been very accurately drilled and tapped in a spiral for from the centre to the outside each one is precisely on one of the 1 scribe lines. I have been clockmaking/ model engineering for 50 years and never see anything like this, any ideas as to it's use ? Davi
