Victorian steam engine - info sought

I've just bought a Victorian mill engine model about 27" long. The flywheel is 9.5" diameter x 1.25" wide, bore 2" x 3.5" stroke. You can see some

Is it possible to date it, even approximately? It is as it appears, used & carrying its years with it, but in generally sound order needing some TLC & a new base board.
