I am having flickering problem with a Dell M070 laptop with Nvidia GO FX 1400 graphic card, I have tried updating the diver but no success, still flickers. also, the menus will disappear and I need to run my mouse over to restore, screen goes white or black while Pro WF3 think in the back. I am running an external Dell 24in monitor, tried to lower resolution.
Any suggestions? called PTC, their solution go to next build (running M040).

Sorry, Robert, if you've already checked here. But you said nothing to lead me to believe you even knew about this resource. You should pay particular attention to it as yours is a nominally certified system. This chart sets the conditions under which that is completely true.
This above is what PTC recommends for the M70 with the GO FX1400 card running WF3. You didn't mention the driver version number but it may not be even on the list. The worst thing about this table is that they've managed to certify only about 1/3rd of Dell configurations. The ones you're concerned with are only supported and strangely, are still supported only at some strange release code from 2 years ago called C000. Meaning they've ignored your M70 for 2 years, meaning they'll talk to you but not give you much help (I guess you knew that already). It appears they're most helpful when you make it easy for them, like by buying a certified M90. What they are doing, after 2 years, to make the M70 certified, I have not been able to find out, nor have I been able to find anything on their website about problems with the M70's graphics. They are silent as the Sphinx when it suits them. At very least, make sure your driver matches the one mentioned (6771?) Don't worry if it's the "latest"; it may, in fact, be a couple years old.
