Maybe the FAA "Financial Operations Division" is the collection department for all the agencies' administrative penalties (rather than each doing its own separately)...

The document says that QUESTIONS about wire transfers should be directed to a division of the FAA. The enclosure with directions on how to pay via wire transfer are not included in the document.

Sounds like "dinging people with penalty fees all over the place in order to make sure that the regulations appear to be getting enforced" is a steady business for 'em, if they have a web-store set up to collect the payments.

DOT and EPA are the highest fining agencies in the USA. They turn a profit on fines.

Sounds like they've been taking lessons from the San Francisco Department of Parking and Traffic... it's been said that if everyone in SF were to park legally, the city would go broke.

Appear to be enforced? I know they don't catch everyone but, I don't think I'd want to rely on it being a mere appearance.

When perpetual and widespread violations are an acceptable societal norm, the law is broken, not the behavior.

both are divisions of the DOT, I suspect its simply that the FAA has a receivables department that can handle the debt, rather than a special projects group that the RSPA appears to be.
