Furthermore the same page states, "Model rocket engines are tested according to criteria found in National Fire Protection Association (NFPA) Codes 1122 (for model rocket motors) and 1127 (for high-power rocket motors)."

Both NFPA-1122 and NFPA-1127 only ask for federal permits that are required by law. If a vendor comes to NAR showing LEMP is not required (like U.S.Rockets did) and cites the law supporting same (like U.S.Rockets did) and is not in jail despite doing it for years that way (like U.S.Rockets did), NAR has reason to believe no such permit is required. Therefore demanding it anyway flies in the FACE of the federal authority themselves, the law, and successful legal practice of the vendor, who is certainly more of a motor expert than NAR is.

By taking this affirmative action NAR is indeed making a (wrong) legal ruling it is not qualified to do, is inconsistent with the law or practice, and is not compliant with NFPA-1122, or NFPA-1127.
