Ironicaly rmr qualifies as one if only it tests. And it CAN make its own rules just like NAR and TRA does.

Yep, definitely handy stuff.
Of course, as soon as folks start using it and discover the many ways it can be used in rocketry, it will become so heavily regulated (and banned in some areas and applications) that all the work that has gone before will be wasted. What a shame!
