7+ years, please don't repeat my mistake of thinking you can influence his behavior. You can't, and this has been escalating for years. If you really piss him off you'll find yourself having to change phone numbers, defend yourself from claims you're a pedophile sent to neighbors, employers, etc., and even worry about your kids (if you have any) or parents or ???
Google's newsgroups archives are full of his ranting. Do a search for akula - you'll find a lot of angry messages from him. He's even chartered several newsgroups in my honor.
The solution is NFilter/NewsProxy. Use Google's usenet archive and search for nfilter.dat examples - the people in rec.woodworking have troll filtering down to a science. I've posted an updated build of NewsProxy with complete source code and Visual C++ project files in alt.binaries.freeware

Nothing, other than people being forced to learn how to use NFilter.
No one in usenet cares or has the ability to jail other usenetizens. You can contact a LEA and make a complaint, which is the right way to protect children.
But you're not interested in protecting children, just exerting control over public newsgroups, of which you have no authority to do so.
You're a ranting loon and insulting the people you are trying to recruit to help you is simply insane.
