We are having difficulty raising text from a lofted surface. I've used the wrap command to no success as this only works on a cylinder, cone..... surface. The surface we have is lofted, so at his time I am unaware on how to do it.

You could create a plane that is normal to your surface and buried in the geometry of the model. The you can create a sketch of the text and extrude this sketch using the "offset from surface" option with the lofted surface being the surface you are offsetting from. There are limitations with method and if you text is too long or wrapping too far around the surface it won't work well.
Maybe...
Create a local cone or cylinder surface that locally approximates the lofted surface. Wrap text onto the cone/cylinder and then project onto the loft.
I like tye way you guys think, I've tried those options. The problem is that the loft moves in a 'S' shape, so as the letters are extruded some be raised more than others.
Adding to the suggestions and your last comment. Create an offset surface and extrude text up to surface, then hide the surface.

If its not a lot of text, or is a logo or similar, you can use the "spline on surface" command and create your own text. If the part needs to be machined, you can use a surface sweep with the option to "keep normal constant" ( make sure your path is perpendicular to the machining plane ). Use the "surface fill" command on the edges of the lofted surface. You can then knit and solidify the surfaces. You can also thicken the surface fill that lies on your surface, but the resultant solid will not be machinable without a 5 axis machine. If you need a sample, ask and I can send one monday.
