Can this be turned on or off by the user?
Have a part that I am trying to check into the vault but it comes back saying that "this part is not revision managed". I would like to check it into a project but the vault won't let me.

try one of 2 things,
- is part in library folder? if yes, move part out of the library (non-revisioned) folder.
- is part re-cycled from toolbox? if yes, use toolbox utility to reset attributes. [C:\Program Files\SolidWorks\Toolbox\data utilities\sldsetdocprop.exe]
