Not quite the same thing. There is no difference in _gauge_ between H0 (or as most of the world writes it, HO) and Proto-87. The cheap US train sets you (used to be able to) buy are all, if nothing else, correctly scaled with respect to gauge.

And the merkins know about Proto87 because there have been some articles in Model Railroader about layouts in P87.

I first came across Proto87 via Europe (Germany) AFAIK they use/used British P4 wheel profile on 16.5mm gauge. Proto48 of course would be US as most other O scale modellers use 1:43.5 or

1:45.
