(a) General. Except for the provisions of Secs. 555.180 and 555.181,this part does not apply to: (1) Any aspect of the transportation of explosive materials viarailroad, water, highway, or air which is regulated by the U.S.Department of Transportation and its agencies, and which pertains tosafety. For example, regulations issued by the Department ofTransportation addressing the security risk of aliens transportingexplosives by commercial motor or railroad carrier from Canada precludethe enforcement of 18 U.S.C. 842(i)(5) against persons shipping,transporting, receiving, or possessing explosives incident to and inconnection with the commercial transportation of explosives by truck orrail from Canada into the United States. I should have known I was gonna be a BAR when I saw the "Ballistic Recovery Systems" rocket-deployed parachutes (with solid rocket motors in the 200-400 N-sec range) in the Aircraft Spruce catalog, and wondered if one could get just the motor to launch a rocket with.
