I don't think there is anything to prevent an 'indy' club from negotiating with the same landowner that hosts TRA/NAR launches, unless the site is actually owned by a TRA/NAR club (and they are unwilling to rent it out or even "timeshare"). As long as you can satisfy the landowner that his interests are protected (as MDRA does, for example), you may very well be able to use those same "rare" sites.
It would seem that given the scarcity of sites, esp. here in the east and northest, that this kind of situation would be ideal.
