Why is that a surprise when any terrorist disguised as a junk mailer can buy a list of explosives permit holders names and addresses.

The permits are public records,thus open to the public. Or should some public records be kept confidential?

Do the police(a gov't organization) even need a permit?

IIRC,this theft was during a move from old facilities to a new one,and the old place was unmanned during the theft.
