$PRP:"SW-Sheet Scale" is useful for the overall sheet scale. To answer your question more directly though, there's no way to immediately create an auto-updating annotation for a scale of an inparticular individual view. However, I worked with Regg on eng-tips to make a macro that would at least add the current scale to a view:
