Japan Railroad

Hello, everyone. Recently I've become somewhat addicted to NHK World TV's "Japan Railway Journal". In a number of the episodes conversation is taking place in what appears to be a model railroad display combined with a bar with the show host "tending" (no drinks being served or consumed) and conducting interviews. Is this venue (in Tokyo?) an actual establishment open to the public? Thanks for your reply and comment. Sincerely,
