I have just collected a Ruston 2PS , there is a plate (approx 2" x 7") to the left and below the Cover for the Tappets. This is not shown in the Ruston Literature I got with the engine, does anyone know what it is for? Did some other piece of kit bolt onto it?

I would say at a guess as they are similar to the wolseley WDII which had the same idea that it is an access point to the water jacket to clear the crud and also if the engine froze it acted as a week point for the ice rather than the casting.
The cover actually appears to be over the gearing and not the water jacket.
