190 has to be for spot lapping of surfaces. it looks just like a tiny lapping plate.

189 is a mandrel for expanding the end of copper tubing so it can accept same-size tubing in a joint. Just happened to see one in a store since my earlier post!

My source has a different name for them, but it is for working on boiler firetubes so I guess your answer is close enough to call correct. According to a book that I have it's called a beading tool.
