No, that's historically incorrect. The historical fact is that doctors treated indigent patients whether they could pay or not. Ron Paul described this in one of the recent debates. He was practicing back at a time when medical costs were much lower, and doctors and hospitals almost always found a way to treat patients who couldn't afford it.
EMTALA became necessary when medical costs rose so high that following the Hippocratic Oath put a large, and potentially bankrupting, burden on medical practitioners.

After a quick reading it does seem reasonably limited see lines 7-10: 7 2. and it is those "codified moral values" that are driving our health care costs through the roof. We have to abandon christian morality and adopt selfishness to make the republican plan of not paying for anything with public money work out. We have to allow epidemics to wipe out 85% of our population when they get going because preventive care is too expensive. We have to eliminate emergency room rights for the indigent
- after all, if god wanted them to live, they wouldn't get sick - medical care is only for the rich, not for the poor. And we don't need any pollution controls because after all the rich can afford advanced air filters, and killing off those with less money would be good for the economy - less mouths to feed, less homeless to trip over walking from the air conditioned Mercedes to the air conditioned office. And of course there is no need for public education, after all, an educated public could figure out what is going on, but an illiterate and uneducated public can only go along with the flow. And of course some cooperation with the drug cartels can keep that uneducated public submissive.
Isn't the republican way wonderful? isn't this a great vision for the glorious America? From sea to shining sea, poor workers and comfortable rich owners. Just what any ruling class would want.
