There is technically SOMETHING wrong with EVERY hazmat shippment. The details are regulated well into minutia and missing a single element of perhaps 50-80 elements is only human, and fully illegal.
I have seen companies fined over $25,000 for a single typo which had no actual hazard or importance on a hazmat declaration. For a "first violation".
The hazmat laws are NOT about "safely transporting goods in commerce", but about garnering monetary and authority and political power by a governmental agency who can raise money in HUGE sums anytime it wants by "cracking down on details". That is a PUNATIVE and arbitrary TAX.
