Why?
I think the protocol was for the officers of Congress (as specified by the Constitution) to hold court, with the highest ranking officer being VP Cheney (President of the Senate), followed by the SoH Hastert and Senate Pro Tempore Stevens.
The living POTUSes (hmmm... POTII) will be at the funeral.

Possibly it was Nancy's decision to wait until later for that. Apparently she had some changes to the standard formula State Funeral.....black horses for the caisson being one, normally they're white for the caisson. When it comes to Presidential funerals there are many thing families can request changes on and they're usually honored so long as the basic form is kept intact.
