This is an area where I think the rules are appropriate. I assume that properly placarded items receive special handling when shipped. If that's the case, there is less chance of danger to the public.
Our rocket motors don't explode but they will melt through many materials including metals very quickley. What if your stuck in traffic & one of these trucks has caught fire ahead of you? And the truck had rocket motors & pesticdes & who knows what else? That's what DOT is trying to prevent.
They do not receive any special handling (some exceptions for 1.1, 1.2 and some radioactives). The purpose of the stuff DOT does is disclosure and tracking.
Also packaging specifications.
Disclosure and tracking could be done with 90% less regulation.
Packaging could be done by standards not mandates and regulations and penalties.
If you look at actual incidents involving hazmat, all they do is stand back, and after the incident is over, fine people for being so unlucky to have an accident.
Clark county for example fined Aerotech some $90.000. For what? They were the most inspected site in Nevada and were a training site for the Fire Department hazmat crews.
It is taxation in a different name with a punative flourish.

Gasoline tankers make any scenarios of that sort a mute point. I'll take my chances stuck in traffic with a load of road flares or hobby rocket motors on fire with whatever else long before I want to be the same distance from a fully involved gas tanker, period.
Yeah, but in Jerry-logic, they PROVOKED him by giving him an order. No order = no violation... therefore: not Jerry's fault.
