Standard response to an NPRM like this is a handful of responses. They got THOUSANDS, not just from us about rocket stuff, but lots of other industries that would be screwed by these new rules. I doubt they've even figured out what to do with them all yet. Except sweep them all under a rug and ignore them, like they usually do.

That's exactly what I'm referring to. Whether the vendor calls it a motor sale or "sale for services" is irrelevent -- the fact remains that flyers can still buy and fly at the site if they have a vendor. The rest is just semantics.
TRA BoD has no longer has any connection to HPR. When someone subscribes to HPR, TRA just forwards the money to them & that's the end of their involvment. I call this a good first step. By doing this, TRA receives the benefit of some advertising in HPR at no cost. TRA members have the option of not subscribing.
The only real connection now is that HPR is the official TRA Magazine. I think the relationship should be dropped but, I have to give them credit for taking a first step.

sure sounds like the TRA and HPR still have a connection to me..... Why does HPR even need TRA to "forward" the monies to HPR? If this is what they told you phil, its just semantical BS.....can you say BOGUS...
so by forwarding the money to HPR,TRA facilitates the continuing fraud?
If TRA needs any advertising I suggest they advertise in either SR or ER.... what good is any advertising paid for, it it doesn't show up as regularly scheduled? Most vendors contract their advertising to a magazine to appear in a specific issue...
Because ATF in their infinite wisdom calls things that "deflagrate" ie matches, propellant, wood, paper, "Deflagrating explosives".
Because they made the default definition so excessively inclusive it was necessary to write the exemptions 555.141-a-8 and 555.141-a-7 and many others to exclude common householld items, and of course any activity by the government itself.

The distinctions are subtle but real and in the LAW, not in the "interpretations that NAR and TRA, and even NFPA codes authored by same, say.
Propellants consisting of "high explosives" whose 'primary and common purpose" is not to explode (seals use C4 as campfires for example), then it is exempt.
