You're right, the odds of being caught and prosecuted increase substantially if someone files a complaint. And the odds of someone filing a complaint increase if you go around lying, slandering and generally making enemies of everyone in the hobby while insisting you're completely legal.
True, but the same thing could have been said if that Value Jet hadn't gone down. Eventually there may be a problem. The regulations try to avoid those problems (and make money).
