It is TRA/NAR business only because they choose to make it their business. And they worked damn hard to make it their business. Furthermore, it remains their business only because they have decided that it needs to be their business. Your logic that they bear no responsibility is like suggesting that a mugger must attack their victim because the victim chronically insists on having valuables worth stealing...
Fred, your statements are transparent and self serving horse's shit. Per NAR/TRA: "In order to qualify to PURCHASE and USE engines of power classes from H to I [J-O], you must obtain a Level 1 [2,3] certification" Since you cannot certify on unapproved motors, cannot certify without a membership, cannot be a member without paying dues, everyone who wishes to legally purchase motors has a vested interest in TRA/NAR certification.
Like I said before, both groups worked very hard to make sure there existence and power base was mandated in the law and that even non-members/supporters would have to abide by their rules or pound sand. And in the case of TRA, if you raise a fuss about the rules we will kick you out and regulte you without your vote.
