Who's sending out the 1099s -- TRA, NAR, PML? A separate 501 c3 entity you formed, and for which you obtained an EIN prior to collecting the bucks?

In some states (Wisconsin??? and Vermont, IIRC), raffles - lotteries are totally illegal, in the sense that you cannot in those states have any raffle where you have to pay anything, including the cost of a postage stamp, (much less a $ 100.00 contribution) to enter. Take a real good look at the "mice type" on the McDonalds promotions, for example, which say either "No purchase necessary in 'X' and 'Y' or, more usually, "Void in 'X' or 'Y'".
Most other states require that the raffle - lottery and prize awards actually be awarded as initially announced by the entity operating the lottery - raffle. Otherwise its illegal and usually a "theft by deception" type criminal offense. Like in the state immediately south of you Greg.
But of course this is high power rocketry, so no laws or rules need be followed. Any applicable rules or laws are just more "inventions" of "jack booted thugs" interfering with rocketeer's fun. Rocketeers don't need no stinkin' rules. Rules and laws are for everyone else.
Yet another example of the mentality and attitude which has brought the well deserved shit storm down upon the rocketry hobby.

You think maybe BATFE and the rest of the DOJ haven't noticed the sudden collection of $ 85,000.00 for ads and the raffle???
You think, maybe, they might _not_ make a referral to the IRS since the details were not "sweated" and the i's not dotted and the t's not crossed???
You think, maybe, they might not raise the flouting of the tax laws, both with Congress and in the District Court, as a partial demonstration of a years long pattern of illegality, in part justifying tighter controls????
