Is this 4mm though, it would make sense as a low volume / higher priced 7mm model.

And a lot of them were dumped in sidings around Derby soon after they were built, whilst they tried to sort out teething problems

Not quite. They weren't really West Country engines. I think they were uncommon west of Newton Abbot and I've never heard of one venturing into Cornwall.
