Carry Legally?. Santa Monica does NOT issue CCW permits and neither does the City of LA. Well..that city of 9 million people did issue 13 permits last year.
Kern County...an entire LARGE county issued 40,000 with a population of less than a million.

I've often wondered where that gangsta style came from. The right way to hold a pistol one-handed, when pointing rather than aiming with sights, is whatever's natural. For me, that's a cant of about 30 degrees from vertical. That may vary some from person to person based on musculature and other variables.
Perhaps interestingly, I also held a slingshot at about the same cant when I was a kid, and now I see that Rufus the slingshot wiz does too:

I have a theory. Most of the time, these gangstas are laid out, stoned or unconscious, and secondly, they aren't that good at shooting. So, when someone's laid out, your axis lines up with the line through the head to foot, making it likely to hit at least some part of the body. As for bad shooting, maybe they just roll the window down a little, and the muzzle jump doesn't have them crashing their forearm into the door frame, and they can spray more bullets at chest height than having muzzle jump taking a lot of the shots up into the air.
Just a thought. Well, two, actually.
