Sheet format scale in 2004?

In prior versions of SW we always inserted drawing views in a 1:1 scale and then scale the sheet format by the required amount to get all the views on the sheet. The main reason for this was the drawing property called: SW-Sheet Scale. It allowed the scale of the drawing to be placed on the border automatically. I can't seem to get a handle on the sheet format scaling in 2004. I get an added prompt asking about the scaling of annotations and their positions. What do I need to do in order to duplicate what we ere doing in the past? I'm hoping that I'm just over looking someting simple.

I just tried it here and it seemed to work the same as SW2003. The message you are referring to sounds like the one you get when you change the sheet format to one of a different size and you have notes already on the sheet. It doesn't know if you want them to stay where they are relative to a border, or something, or stay relative to the drawing views, therefore the question - I don't really understand exactly how it thinks here. Try starting a new drawing and see if you get something that makes sense to you.

With the info you supplied I was able to figure out what is going on. We usually right-click in the feature tree on the 'sheet format' and change the scale here. You must be right clicking on the 'sheet' tab on the bottom of the screen. The dialogue boxes look the same but here they do not work the same.... Anyway we found the workaround.
