No, but that's not the point. The point is, you can't prove they did not test them.
I wouldn't say that's the only explanation, but it does seem to be the most likely.
Now you're jumping to conclusions. It's entirely possible that the motors were tested but no data is available.

Since there isn't data, it's irrelevant to surmise that a test occurred anyway... what would be the significance if there were these "data-less tests"? And what grounds are there to even propose that they happened?
