What about the tact that APCP is explosive? Has that been abandoned now for this new tact "the propellant can be used to launch a terrorist weapon"? When does that stop? Will the BATF then be testing rockets with clusters of D/E Estes motors to reach equivalent impulses of the G80s they reportedly have or will buy?

FOIA does not apply if the information is claimed to be sensitive to national security. You may be able to ask if the test was done, but not about the results.
