As was stated earlier the first reloadable hobby rocket motor was Jetex.
The first reloadable motor with integral delay and ejection was RMS.

I wouldn't have crashed the entire stock market because of a "perceived" dot.com bubble, that later turned out in hindsight to be truly justified by actual earnings (overall, not in every case). And so what if some stockholders for wacky ideas with no value get reamed? It is called risk. It is a tiny fraction of the overall market and in no way affects IBM, the Dow, or the S&P 500.
Sucking down the entire market (with radical rapid increases in the discount rate and reducing liquidity) wiped out pensions for 70% of non Social Security dependent retirees.
It also wiped out the liquidity that was keeping companies like Worldcom solvent and which could have been resolved by rules on accounting. It was NOT resolved by criminal complaints. In fact that is what caused the market decline in the stock. Had Worldcom (this example applies to about
100 companies) simply be left to "resolve the discrepencies" it might have happened more slowly but it would have happend in due course and nobody would have lost their job or their reliable supplier. Also the government would have collected alot more taxes.
Let's remember GOVERNMENT reg changes invited Enron to own most of the assets of the two largest public utilities in the world in a matter of
2-3 years.
It took them (So Cal Edison, Pacific Gas and Electric) a hundred years to accumulate those ($45B) assets.

Here's an answer.
AT THE time I stated there was a market peak and to shift to cash (DOW
950).
Of the seven people who received that advise, only one didn't follow it and is sorry.
As to the Fed's action, let me say this. I got the news release (posted it later to rmr). I could see it was a carpet nuke to reply to a building down. I urged folks to shift out of stocks.
Now if you would like today's advise, fine. Subscribe to it.
