What's going on? I create a detail view by clicking the icon, drawing a circle, placing the view by clicking (BTW no visible drag) and the view is created but it is empty. Went back and locked view focus and did it again, still nothing. Any ideas?

Maybe you are drawing on the sheet and not the view? Perhaps place focus on the view, sketch a circle where you want the detail view and then click the detail view icon.
