Seriously, I remember a guy at Danville that went to fly a rocket on a K1100 and didn't know he needed a casing. He just epoxied all the reload slugs into his MMT. The result was as expected...

Not sure what to cite. Federal land (military bases, etc) are legally NOT part of the state that surrounds them.

The only direct experience I have is the 1980 SMWC held at the lakehurst naval base. At the time NJ had rocket regs worse than the PRK. But since we weren't "in" NJ, we didn't ahve to comply.

So they don't test, they just list, for a fee. Boy, that sure offers PRK residents an extra layer of protection. What else is subject to this extortion? Fireworks? Safety flares? Cigars and cigaretes? Wood? Petroleum products? paper?

With overnight delivery requirements and the threats attached to that letter I'd agree. Can you imagine any one stupid enough to send a letter to someone and order something with out first inquiring as to the price.

perhaps. it doesn't matter now, but I wanted to know the status of an "explosives" transaction that took place on federal land, and not in or across state lines. Might have been another exemption to needing an LEUP...

Yep. Have to determine whether they're "Dangerous Fireworks" or "Safe and Sane Fireworks". (No sparklers or firecrackers allowed in the latter category - just little fizzy things like "ground bloom flowers" and "fountains".) Can't fire off Dangerous Fireworks unless you're the right kind of Pyrotechnics Operator Licensee.

Most likely... have to be sure they're _really_ Safety Flares (and not Dangerous Fireworks _disguised_ as safety flares or something) - everything must be properly Registered and Classified.

Don't think the State Fire Marshal regulates those directly, but the health department now has "smoke free building" regulations so you have to go outside to smoke 'em.

Since the explosives laws specifically say inerstate then "on federal land" is not interstate. Also the new law says "in-state", and since federal land is not "in-state" it also probably does not apply.

I have video of one which will appear in the next DVD.......can't blame him though as he was loading Hyper Teks all day, and the HT grain looks so much like the Pro38 casing he never even gave it a thought, until it sat there like a birthday candle after spittin the payload sections 10 feet in the air.........He was laughing, nothing else he could do, but he will remain nameless. :-D

You and Triano and Dunakin and others remind me that I spend between 50 and 75% of my time refuting or disproving FUD, lies, frauds, and liblels on rmr. If I were not here so often it would all go unchallenged as it used to and I would be vilified yet again like I used to be before.

Now at least SOME people have seen though the heavy, dense, fog of FUD that is constantly rolling over rmr and TRA like a skunk-cloud. Independent investigations find what I say is FACT.
