Exactly what does the PRK do and what do they charge for their "approval" on rocket motors. IIRC TVM once told us what it would cost to get apporval for his 10mm motors, and it was an absurd amount up front, plus an annual payment.

One solution is to fly on federal land. Even though located within a state, federal land is NOT part of that state, and not subject to that states regulations. This may also be true for things like indian reservations.

I recall when the US military ordered some Escort radar detectors from Cincinnati Microwave and demanded the packaging meet Mil-Spec,and the company refused;told them if they want detectors,they will get them in the standard commercial packaging. The gov't went ahead with the order with commercuial packaging.(and mounted them on F-4s for a cheapo radar warning system for ACM training.)
