Actually it is clear they do NOT. One of the provisions in the regs is that the vendor is charged with the record keeping.
So it sounds more like renewing a NAR membership from before HQ got their computer: "You can renew with your previous membership number if you can find a record of what it was."

Exactly.
Strange a policy the MR and HPR rocket industry actually uses in practice would not be accepted when a government agency does it (well at least for ONE vendor).
